The Higher Education Management Information System (HEMIS) Consortium is a collaborative initiative formed by higher education institutions in Uganda to design, develop, implement, and maintain robust software solutions tailored to the needs of universities, colleges, and other tertiary institutions.
The Consortium aims to enhance institutional efficiency, data management, and decision-making through integrated digital systems.
The consortium promotes the country’s digital transformation agenda. It oversees the design, development, and maintenance of the Academic Management Information System (ACMIS in short).

- Develop, promote and maintain academic information system.
- Enable the automation of both Academic and Administrative processes/functions of clients through integrated online web-based and indigenous ICT innovations.
- Develop data protection policies aimed at the protection of data from unauthorized access, use, corruption, change, loss, disclosure, and destruction.
- Provide safety of information collected and processed.
- Own and preserve the intellectual property rights of information systems developed through the consortium on-.behalf of member institutions.
- Engage to do all such things as are incidental or conducive to the attainment of the company objectives.
- Engage in income generation by developing innovative software and hardware solutions for the government and private sector.
- Provide continuous support, maintenance, upgrades and integration to third-party systems.
